Chiyozaki Beach
Chiyozaki Beach (千代崎海水浴場 chiyozaki kaisui yokujō) is one of the few beaches in northern Mie that isn't located near factories thus making it probably the best beach in the region.
It is located in Suzuka, situated about halfway between Yokkaichi and Tsu, and in addition it is very close to a station on the Kintetsu line, making it very easy to get to.

Directions
By Train
Make your way to Chiyozaki (千代崎) Station on the Kintetsu Nagoya Line. It is a local stopped sandwiched between two express stops -- one stop south of Ise-Wakamatsu and one stop north of Shiroko. Trains run approximately thrice per hour in both directions.
Once you have arrived, first exit the station. From the exit, turn left and cross the train tracks. Continue straight on this road for maybe 8 minutes and you'll find yourself at the beach.
Nearby
There is a Circle K convenience store on the road between the station and the beach so snacks and beverages can be purchased. There are also a few cafes and small restaurants scattered along the coastline near the beach.
