Sapporo (札幌) is the capital of Hokkaido and the biggest city on the island.

About 2 train stops from central Sapporo, this backpackers is clean, friendly and highly recommended.

Nada Inn
Within walking distance of the Snow Festival, this place is small-ish with a few 4-person tatami rooms, but it came at a good price and had no curfew.
