Sun Valley (サンバレー) is an ÆON mall in Tsu and is the biggest shopping complex in the city.

- If Sports Depo doesn't cater to your golf needs enough, right across the way is a super-sized golfing goods store.

Nearby
Route 23 near Sun Valley is a commercial paradise that is very densely populated with various chain establishments. In particular, there are a lot of places to eat, a number of second-hand shops, as well as Round 1 which is a big entertainment complex containing bowling, karaoke, arcades, etc.
There is also a good ski/snowboard shop called Sports Alpen just across from the mall.

Directions
By Train
Get yourself to Takachaya (高茶屋) Station. It is two stops south of Tsu Station on the JR Kisei Main Line. Be warned that trains stopping here run roughly only once an hour -- buses from Tsu Station run more often than this.
From the station platform, you will be able to see the large Jusco sign. Exit the station, turn right, walk for a bit and soon you'll come to a road that crosses the train tracks. Take this road and it will lead you to Sun Valley.
By Bus
For those without cars, bus is probably the easiest way to get there as the buses run more frequently than the JR trains.
To catch a bus to Sun Valley, go to the east exit (JR side) of Tsu Station and wait at bus stop #2. Buses bound for Karasu-kōen (香良洲公園), Tempaku (天白), or Sun Valley (サンバレー) itself will get you there. Buses bound for Yonezu (米津) will get you almost there but not quite -- it's about a 20 minute walk from the Yonezu bus stop to Sun Valley.
The last bus back to Tsu Station is around 9:00pm
By Car
Sun Valley is located on one of the most major roads in Mie Prefecture and so is pretty easy to get to. It is on Route 23 between Tsu and Matsusaka. It is about 1/3 of the way from Tsu to Matsusaka, and is located directly east of the Hisai area.
