Directions
By Train
Head to Minamigaoka (南が丘) Station, on the Kintetsu Nagoya Line. It is the local stop between Hisai and Tsu-Shinmachi. Take the west exit (the sign mentions the license center), when you come out onto the street go left down the street (south) with the train tracks on your left. Walk for about 10 minutes, turn left at the second light, and take the left fork to get to the entrance of the license center building.
By Car
If coming from Route 23, take Route 165 towards Hisai. 165 connects to 23 south of downtown Tsu near the Takajaya Jusco. Near downtown Hisai, there is an overpass that crosses over the Kintetsu tracks. Immediately after that overpass is a set of lights. Turn right here. The license center is on this road, about 4 or 5 minutes drive on your right.
Alternately, if coming from the north of Tsu, you may be lucky enough to see the sign for the license center pointing up an angled road not far beyond the Tsu Station turn-off. This is the other end of the same road. You can take that road, and the license center will be well sign-posted on your left.
